生活饮用水的水价中不应包含水资源费 被引量:2

摘要 本文对水资源的基本属性、功能及价值构成等作了剖析,同时从法律的层面认识了国家对家庭生活饮用的水资源的规定。认为国民在生活饮用方面对水资源的取用权是人权的重要组成部分,国家以免收家庭生活饮用的水资源费的形式体现了这一人权的落实。由此得出生活饮用水(尤其是人们正常生活刚性需求的这部分水量)的水价中不应包含水资源费的认识。 This paper analyzes the basic properties,functions and value composition of water resources,understand the regulations of drinking water from the level of state law,and thinks that the access right of water is an important part of human rights in the aspects of drinking water,and waiving water resources fee of drinking water reflects the implementation of this human right.So we get the understanding that the price of drinking water(especially the rigid demand of water in normal life)should not be included the water resources fee.
