特殊的转型与不特殊的增长——对中国经济两个宏观变化的一个评述

The Special Transformation and the Nonspecial Rapid Economic Growth:A Review On the Two Macro-Changes Of Chinese Economy

从历史和比较的视角观察,中国从上世纪七十年代末以来,经历了两大宏观变化,即特殊的转型与并不特殊的增长。中国转型的特殊之处在于它是一个基于"增长至上"观念、以实现经济增长为标准的试错过程,这一特殊性导致了中国高速经济增长的长期持续特征。但是,中国的经济增长无论从水平和机制来看并不是什么"奇迹"。当前应该对中国经济增长特殊论或增长奇迹论有所警觉,因为在市场化转型的长期过程中,这种基调往往与过渡体制优越论直接相联,中国的持续增长表现决不应该成为中止或逆市场化改革方向的理由。

From the observation of historical and comparative perspectives, since the late 1970＇s, China has experienced two major macro-changes which are special transformation and nonspecial economic growth. The speciality of Chinese transformation is that it is a process based on ＂growth first＂ concept , and a trial in order to achieve economic growth. The particularity of transformation has led to long-term sustainable features. However, from the perspectives of both the level and the mechanism, Chinas economic growth is not a＂ miracle＂. This paper argues that we should be alerted on the statement of the Chinese miracle or the special Chinese economic growth, because in the long-term process of market transformation, this tone is often directly linked with the theory of superiority of the transition system. For the above reasons, this article emphasizes that China＇s sustained growth performance should never be reasons for being suspended or rebellious to the direction of market reform.
