地方政府间区域协作是带动形成区域间相互促进、优势互补的互动机制,是实现区域社会经济协调发展和实现互惠共赢的重要途径。中国政府间区域协作存在着区域强制协作、区域利益协作、区域共识价值协作和区域惯性协作四种机制。区域性社会合作机制的缺失制约了经济合作的前进步伐,主要体现为诸如地方本位主义和个人本位主义的强大影响、利益的区域分化、中央政府与地方政府关系及地方官员政绩考核标准制约等"中国情境"。
