浅谈公共图书馆零收费服务和政府财政保障

On the Free Charge Service of Public Library and the Government Financial Security

免费服务是公共图书馆服务发展的必然趋势,也是我国现阶段社会福利水平提高和社会进步需求的体现。文章在分析公共图书馆零收费服务的必然性基础上,介绍了推动零收费的几个因素,并就如何合理设计公共财政提出了投入保障底线、服务成本调查核算及举办服务免费听证会等建议。

Free charge service is the inevitable trend of library development. Raising the level of social welfare and social advanced will require the free charge service of library. On the basis of analysing the necessity of free charge service,this paper introduces the factors of improving free charge service. And it puts forward suggestions to design public finace, such as give financial support and design rational public finance program.
