Government departments and the community through the introduction of equal consultations way to explore natural resource conservation and community development to build the possible paths. And through the incentives, constraints, capacity building, institutional building, training and operational strategies to enhance the ＂community protection power＂ in order to achieve effective protection purposes. The model demonstrates a more long-term vision of the community protection methods.
