制度框架下的“无知少女”现象研究--基于湖北省女性领导干部的访谈 被引量:1

Phenomenon of Promotion of People of "Nonpartisan,Intellectual,of Minority Origin and Female" within the System Framework——Based on the Interviews of Female Heads in Hubei

摘要 "无知少女"虽然是坊间的戏称,但也反映了当今社会的一种现象。本文通过对湖北省多位组织部长、女县长、女乡镇长的访谈,解开了"无知少女"的罗生门迷局:尽管组织部强行规定了"县(市、区、旗)党委、政府领导班子要配备1名以上女干部",但由于非正式制度的影响而使正式制度在执行中打了折扣。要消除"无知少女"现象,需要更多地依赖政策的网络化治理,在实践中形成女性参政的制度化、常规化支持系统。 Although people of "Nonpartisan,Intellectual,of Minority Origin and Female" is an informal saying,it also reflects an existing phenomenon in the current society.This article discusses the nature of the phenomenon of people of "Nonpartisan,Intellectual,of Minority Origin and Female" being selected as officials through the interviews of organizational department officials,women county governors,women township heads in Hubei.The organizational departments decided that in each "county(city,district,banner) party committee,there should be at least a woman".The appointment of the woman,however,is often influenced by informal rules that prevent the formal system to fully implement the decision.In order to eliminate the phenomenon of appointing people of "Nonpartisan,Intellectual,of Minority Origin and Female" all at the same time,there is a need for setting up mechanisms to support the institutionalization and normalization of women's participation in governance.
