通过 对乡 镇企 业产 权制 度的 分析， 认为 现行 乡镇 企业 制度 因产 权模 糊，责 权不 清， 造成 政企不分，产 权主体 虚位，投资 主体单 一，缺乏有 效的制 衡和约 束机 制。针 对现 行乡 镇企 业产 权制 度存在的缺 陷，提出 乡镇企业 产权制 度改革应 采取股 份合作制 、股份制 、企业集团 三种企 业组织形 式。

Based on analysising the property right system of the village and township enterprises owing to the obscurity of property right, confusion in duty and right, the government and business haven't been aparted effecively and the main part of property right has long been simple, an effective restrict and control system is in urgent demand. This article is going to come up with three patterns of the reform of property right system, according to the defect in the property right system of buiness.
