吉林通化市水能资源可持续开发利用问题的探讨

Discussion on Sustainable Development and Exploitation Matters of Water Resources in Tonghua City

为了合理开发、利用水能资源,实现水能资源可持续利用,吉林省近期出台了《吉林省水能资源开发利用条例》。该条例的颁布实施从立法的层面积极探索新形势下水能资源管理的新机制、新办法,有效地保证了水能资源的合理开发和有序利用。本文分析了通化市在实施《条例》过程中出现的新情况和新问题,并就促进通化市水能资源可持续开发利用提出了具体的对策和措施,使《吉林省水能资源开发利用条例》能够更好、更快地推动吉林省水能资源健康发展和可持续利用。

In order to rationally develop and utilize water resources and to achieve sustainable use of water resources, Jilin Province recently issued ＂Regulations of Jilin Province on Development and Utilization of Water Resources＂. Promulgation and implementation of the regulations actively explore new mechanisms and new approaches of water resources management under new trend from the legislative level, thereby effectively ensuring the rational development and orderly use of water resources. This paper analyzes new situation and new problems of Tonghua City during the process of implementing regulations, and proposes concrete solutions and measures for promoting sustainable development and utilization of water resources of Tonghua City, and thereby the ＂Regulations of Jilin Province on Development and Utilization of Water Resources＂ can better and more rapidly drive healthy development and sustainable use of water resources of Jilin Province.
