浅析我国农业科技战略的定位与导向

Analysis of Agricultural Technical Strategic Positioning and Guidance

改革开放至20世纪90年代末,我国农业科技战略围绕粮食安全,重点在于推进农业现代化。进入21世纪之后,更加强调高新技术和综合开发。总体上,我国农业科技战略的问题表现在政府主导型农业科技战略中缺乏用户机制,农业科技管理机制自身的缺陷不利于农业科技战略目标的实现。针对这些问题,国家应在宏观层面加强对农业科技的重视,并在资金方面支持农民及农业企业;在农业科技的承担主体方面,注意发掘和应对农户的真实需求;在农业科技支持的领域方面,应尽早重视对农业生产环境的研究。

Since the reform and opening-up progressing to the late 1990s,China＇s agricultural science and technology strategy mainly worked on food security,with an emphasis on promoting agricultural modernization.After entering the 21st century,more emphasis was put on high technology and comprehensive development.Overall,compared with the leading role of the government,the agricultural technical strategy lacks user mechanism.The limitation within agricultural science and technology management mechanism itself goes against realizing agricultural science and technology strategic target.Aiming at these problems,on national macro level more attention should be given to agricultural science and technology by funding farmers and agricultural enterprises;in terms of agricultural science and technology subject,focus should be finding and settling the real demand of farmers;in the field of agricultural science and technology support,earlier emphasis should have on the study of agricultural production environment.
