论城镇化进程中的农村学校布局问题

On the Issues of Overall Layout of Rural Schools in the Process of New Countryside Construction and Urbanization of Countryside

农村城镇化是国家现代化的重要趋势,建设新农村是农村发展的终极目标。但城镇化和城乡一体化程度高的地区与城镇化和城乡一体化程度低的地区的农村学校布局,就地城镇化的农村与迁移城镇化的农村的学校布局应该有不同的方式和路径。新农村建设的学校布局必须与地区经济社会发展和城镇化、城乡一体化程度相协调,使高效益和高质量与教育公平相结合,通过提高乡村教师质量、收入和教学水平提高农村教育教学质量。

Urbanization of countryside is the important trend of national modernization, and to construct new countryside is the ultimate goal of countryside development. However, different ways and paths should be taken in the process of school layout based on different levels of urbanization and integration of countryside and town, the different situations of the locally urbanization and migrating urbanization. The layout in the construction of new countryside should coordinate with local economic social development and the level of urbanization and integration of countryside and town integrating high benefit and quality with educational equity. Rural educational quality should be improved by boosting the quality, income and teaching level of rural teachers.
