The Problems on Using Foreign Capital in Agriculture and Their Policies

文章认为， 我国农业利用外资目前存在不少问题： 一是缺乏统一规划； 二是项目规模普遍较小； 三是科技含量较低； 四是农业利用外资项目中的合资项目， 中方实力普遍较弱； 五是总体规模太小。针对上述问题， 作者提出了积极扩大农业利用外资的比重和提高利用外资效益的对策措施： （１） 必须充分认识利用外资在我国农业发展中的重要作用； （２） 进一步完善农业吸收利用外资的产业引导政策； （３） 加强对农业吸收利用境外投资的组织与管理， 制定切实可行的农业引资专门计划和发展规划； （４） 建立和发展一批大型农业企业集团并使之成为农业吸收利用外资的主要载体； （５）

This essay argues that,there now exist many problems on using foreign capital in Chinese agriculture.First,it is lack of unified plan.Second,the projects scales are commonly small.Third,the scientific levels are low.Fourth,the strength of Chinese part in co-operative agricultural projects with foreign countries is generally poor.And fifth,the total capital amount is little.According to the above problems,the author puts forward the solutions.First,we must fully recognize the importance of using foreign capital in Chinese agriculture.Second,further perfect the industries leading policies about using foreign capital in agriculture.Third,strengthen the organizing and managing for agriculture using foreign capital.and make some special practical plan and development plan for agriculture using foreign capital.Fourth,set up and develop a great big agricultural big enterprise groups and make them as the mainbodies for absorbing foreign capital in Chinese agriculture.And finally,improve the environmental conditions for countryside and agriculture investment.
