不同筹资水平下新型农村合作医疗制度实施绩效的调查与评价

Surveying and evaluating the performance of implementing New Rural Cooperative Medical System with different kinds of financing

文章借鉴国内外的研究和实践经验,遵从科学、实用和易于操作的原则,基于利益相关者理论分析的基础上,针对新型农村合作医疗的运行过程和实施效果,制定了评价指标体系,并按不同筹资分层在浙江省抽取9个试点县市进行试评价,比较不同筹资水平下合作医疗的实施绩效的差异,并提出提高新农合运行绩效的政策建议和措施。

Objective：Referring to the literature and practical experience at home and abroad,and complying with the scientific,practical and operational principles,an evaluation index system for the New Rural Cooperative Medical System was established,which was based on analysis of stakeholder theory.The index system was piloted in 9 counties with different kinds of financing in Zhejiang Province,and its operation performance was evaluated.Based on which,some countermeasures were put forward.
