摘要
干旱半干旱地域灌区农业发展既受水资源短缺制约,同时又受到经济条件、社会因素和生态环境的影响。为评价干旱半干旱地区灌区水资源的综合效益,结合干旱半干旱地区灌区水资源利用现状及特点,以通辽市农灌区为例,建立灌区水资源综合效益评价指标体系,并运用层次分析法建立层次分析评价模型,对通辽市农灌区1995,2002,2007年的水资源综合效益进行综合评价。评价结果发现通辽市各旗县农灌区的综合效益都有明显提高。提高的原因是大力推广低压管灌技术和渠道防渗,可信度较高。
In order to evaluate the comprehensive benefits of water resources in arid and semi-arid irrigation areas,based on water resources utilization condition and characteristics in arid and semi-arid irrigation areas,taking Tongliao City as a study case,we establish an evaluation index system and an AHP model for comprehensive benefits of water resources utilization in irrigation regions.Based on the model,the evaluation on comprehensive irrigation benefits of water resources in the agricultural irrigation regions in 1995,2002,2007 is conducted.The evaluation results show that the comprehensive benefits of agricultural irrigation in all administrative regions and counties are improved.The causes of comprehensive benefit improvement include low-pressure pipe irrigation technology popularization and canal seepage control.
