改革和完善水利工程建设验收管理的若干思考

Some considerations on perfecting and reforming check andacceptance management of water conservancy projects

近年来,江苏水利建设验收管理工作取得了较大的成效,但仍存在制度体系不够完善、综合协调工作不易到位、政府验收基础有待巩固、验收管理质量需要提高、验收管理责任需进一步明确等问题。针对当前水利工程建设面临的新形势,提出了健全验收管理制度体系、适度开展验收质量检测、把握验收工作重点、解决验收工作难点、保证验收工作质量等完善验收管理的措施,探讨了建立质量验收制度、实行委托第三方验收、提升工程管理单位在验收中的地位、探讨验收失责追究制度等水利建设验收改革的思路。

In recent years,though some productive effects have been achieved in check and acceptance management work of water conservancy projects in Jiangsu Province,however,many deficiencies still exist,such as incomplete institution,poor coordination and check-acceptance foundation,low management quality and undefined management responsibility in check-acceptance work,et al.Aiming at the new situation in water conservancy work,we present the measures to perfecting the acceptance management work,including perfecting management system,implementing quality tests moderately,grasping the key points and solving the difficulties,guaranteeing the quality of acceptance work.Moreover,the reforming thoughts are proposed,including building an acceptance institution of quality test,committing the acceptance work to third-party evaluators,raising status of the project management unit in the acceptance process,and with establishing the investigating system when delinquency occurs.
