如何维护农民在“宅基地换房”中的权益——以嘉兴市“两分两换”为例

How to Maintain Farmers' Rights in "Exchanging Homestead for House"——Taking the Example of "Two-Distribution and Two-Exchange" in Jiaxing

通过调查试点农户对"宅基地换房"的态度,得知,"宅基地换房"政策在利益分配上存在一些不足,对农户享有的宅基地权益存在认识上的偏差。建议赋予农户宅基地流转收益权,对困难农户实施特别帮困,允许居住条件优越的农户不参加置换,实现"宅基地换房"与农民增收的联动。

Through the surveys of the pilot farmers＇ attitudes on ＂exchanging homestead for house＂, it is concluded that this policy has some shortcomings in the arrangements of the interests, as well as the bias in the recognition of farmers＇ homestead right. This paper proposes that farmers should be entitled with the earning right of homestead transfer, those farmers in difficulties should be given special help, and farmers with excellent living conditions be allowed nonparticipation in the exchange, so as to realize the linkage of ＂exchanging homestead for house＂ with the increase of farmers＇ income.
