摘要
装备采购招标项目中对竞标者进行科学而有效的评价是做出正确承包商选择的前提。其中作为关键步骤的评标过程是一个多目标决策问题,基于改进TOPSIS法建立了该决策问题的数学模型,提出了相应的评价流程。并通过一个实例,对备选承包商进行了评价和优选,证明该方法是简便、有效和可行的,为装备采购招标项目中的承包商选择决策提供了科学的依据。
To make a scientific and effective evaluation for bidders in equipment procurement project is a precondition for selecting a proper contactor.And the critical step is the evaluation which is a multiple criteria decision-making problem.This paper presents the research on mathematical model of the decision-making problem based on improved TOPSIS and puts forward a related evaluation process.At last,through a case,the alternative contractors are evaluated and optimized,which indicates that this method based on improved TOPSIS is ease,effective and feasible and provides a scientific basis for the decision-making of equipment procurement contractor in source selection.
