Experience of Effective Execution of Anti-Corruption System during Yan'an Period and Its Inspiration

制度的生命力在于执行。延安时期我党廉政制度的有效执行主要得益于法规制定中因势而易、系统配套,落实过程中领导带头、惩处严格,执行过程中改善环境、推行民主,执行机制上注重监督、大胆改革。这些历史经验启示我们,在廉政制度执行中法规是依据,过程是关键,环境是保障,机制是根本,只有从这四个方面着手才能切实提高执行力。

The system vitality lies in execution.The anti-corruption system could be effectively executed during Yan＇an period,which succeeded in the following aspects：enacting laws and regulations according to the actual situation supporting with coordinative systems;practicing the regulations with severe punishment and better leading role;improving environment and promoting democracy in the process of implementation;focusing on supervision and bold reform for mechanisms.Inspired by historical experience,we learned that in order to strengthen the executive power,we should take regulation as a basis,executive process——a key,environment——the security and mechanism——the foundation in the execution of anti-corruption system.
