Economic Growth and Identity Crisis:Explanation of the Integration Process of Europe from the Immigration Study Perspective(Ⅰ)

欧盟所追求的稳定与增长之所以未如所愿,问题的症结在于没有制定与经济发展相适应的合理的社会政策,尤其是在经济全球化、社会福利化和政治民主化三大背景下,欧盟在移民问题上倒因为果,没有意识到移民对欧盟稳定与增长发挥的无以替代的作用,没有对以公民权为核心的移民政治权利、以迁徙权为核心的移民人权和以国民待遇为核心的移民福利权给予妥善考虑,因而无法建构国家认同基础上的超国家认同、文化认同基础上的政治认同和经济认同基础上的社会认同,最终因社会团结的拆解导致稳定与增长的危机。

The reason for the failure of target on the stability and growth of EU is that the reasonable social policy adaptable to the regional economic development.Particularly,under the background of economic globalization,social beneficialization and the political democratization,EU puts the cart before the horse ignoring the immigrants＇ irreplaceable role played in the stability and growth,ignoring the serious consideration of immigrants political rights with citizen rights at the core,the human rights with migration rights at the core and welfare rights with national treatment at the core,so it is impossible to construct the supernational identity on the basis of national identity,political identity on the basis of cultural identity and the social identity on the basis of economical identity.As a result,the fragment of social integration is bound to form stable and growing crisis.
