城乡居民最低生活保障制度一体化研究——以厦门市为例

Integration of the Minimum Living Security Systems for Urban and Rural Residents:Based on a Study of Xiamen

本文针对居民最低生活保障制度的城乡一体化问题进行研究。横向上,先从全国城乡居民低保制度概况入手,接着以厦门市为例来看全国低保制度的城乡一体化;纵向上,从具体的主要内容分析厦门市低保制度的借鉴意义,进而再探索实现低保城乡一体化的对策,始终贯穿着保障范围、保障标准、资金来源和制度管理这四个方面。

This dissertation tackles the problem of integration of the minimum living security systems for urban and rural residents.It starts with an analysis of the situation of the subsistence allowance system for urban and rural residents.It further examines the situation in Xiamen,and then focuses on the reference and the specific measures to this system.The whole dissertation discusses four aspects,namely,the security scope,the security standards,the fund resources and the system management.
