According to the overall requirement from the Nation and the Autonomous Region, combined with practical conditions of Baotou, the article has taken the pollutants cutting, environmental enhancement and risk prevention as the key link to determine the guiding ideology and overall objective of the twelfth five-year environmental protection program in Baotou, and put forward the main tasks and impetus system in the light of environmental elements. These provides the foundation for compiling the twelfth five-year environmental protection program scientifically.
