论行政忠诚的困境与培养途径

摘要 行政忠诚是行政伦理的一个基本规范,从某种意义上说,正是因为行政个体的忠诚,行政组织和个体才得到正常运转。行政忠诚具有鲜明的特征,但这些特征同时也伴随着如忠诚的有限性、道德的风险、服从的盲目性和权利滥用等问题的出现。要解决这些问题,行政个体和组织就要严格遵守法律、行政规律规则,同时加强对行政人员美德的培养,建立"忠诚"的保障制度,以辅助形成行政忠诚的外在实现条件,在此基础上保障行政管理活动的有序有效进行。 Administrative loyalty is a basic norm of administrative ethics.It is because of the loyalty of executive individuals that administrative organizations and individuals can operate soundly.Administrative loyalty has distinct characteristics which are accompanying with some problems such as the limited nature of loyalty,moral risks,the blindness of obeying and the abusing of right.To solve these problems,the administrative individuals and organizations should strictly abide by the law and administrative rules.Meanwhile,the cultivating of administrative personnel's virtues should be strengthened and a loyal security system should be established to support the formation of the external achieving conditions of administration loyalty,to protect the orderly and effective administration on this basis.
