摘要
目的了解北京市社区卫生服务机构绩效考核的实施现状,不同岗位人员对当前机构所实行的岗位绩效考核的满意程度以及对绩效考核制度的建议与意见。方法采取分层抽样方法,在北京市选取7个区县的社区卫生服务中心,共对530名社区卫生服务人员进行问卷调查。结果 95.5%的调查对象所在机构已实行绩效考核,但主要以机构为考核单位;50.4%的调查对象对目前的绩效考核制度的满意程度不高;23.1%的调查对象认为现有的绩效考核制度不太能或根本不能有效避免平均主义现象的出现;30.8%的调查对象认为所在机构绩效考核结果与绩效工资完全挂钩;但绩效工资在工资总额中所占比例不高,63.8%的人认为所占比例不到40%。结论社区卫生服务机构的岗位绩效考核制度亟需完善,应该结合各岗位的职责特征制定考核方案。
Objective To explore the implementing situation of performance appraisal,satisfactions and suggestions on the system among the medical staff at different posts in community health service(CHS) organizations in Beijing. Methods The stratified sampling was taken to recruit 530 subjects form CHS centers of 7 districts or counties of Beijing,and among them questionnaire surveys were conducted. Results Some 95.5% of the subjects answered that the performance appraisal system had been conducted in their organizations,but the main assessment units were section office.Some 50.4% of the subjects showed lower satisfaction to the current performance appraisal system;some 23.1% thought the system could not effectively or completely failed to avoid the phenomenon of equalitarianism;some 30.8% replied that the performance pay was completely linked to the results of performance appraisal,but the proportion of the performance pay in total wages was not high,which was less than 40 percent among 63.8% of the subjects. Conclusion The performance appraisal system of posts in CHS organizations is urgent to be improved,and the appraisal scheme should be made on the basis of responsibility characteristics of each posts.
