医疗保障制度的建立与完善对双向转诊制度实施的影响研究

Impact of Establishment and Improvement of Health Insurance System on Implementation of Two-way Referral System

构建双向转诊制度作为缓解百姓就医困难的重要举措,近年来成为人们关注研究的重点,同时也被提上新医改的重要议程。但目前我国双向转诊还存在一些问题,其本质原因可能是医疗保障制度的不完善。本研究将从不同历史阶段的医疗保障制度和国内外的经验两个方面进行比较分析,并提出完善医疗保障制度以促进双向转诊制度实施的建议。

Construction of two-way referral system,as an important measure to alleviate the difficulties of common people to seek medical care,,has become more concerned in recent years,meanwhile,it has also been placed on the important agenda of new medical reform.However,at the present in China there are still exist some problems in two-way referral,the essential cause might be non-improvement of health insurance system.In this article,we make a comparative analysis from the angles of health insurance systems in different historical periods and the experiences of both at home and abroad,and propose improvement of the health insurance system so as to promote the implement of two-way referral system.
