深化廉政公积金制度改革辨析——基于江门市试行廉政公积金制度争议的思考

An Analysis on the Reformation of Deepening the Anti-Corruption Accumulation Fund System ——Based on the Disputes Aroused from the Anti-Corruption Accumulation Fund System of Jiangmen Municipality

廉政公积金制度不仅有益于突破反腐旧思维,拓展廉政新思路,创设清廉的政治环境,提高反腐工作水平,还能激发民众的参与热情,进一步增强党的执政能力。根据廉政建设经验,针对群众的置疑和专家的建议,确保廉政公积金制度富有成效,至少应在以下三个方面努力:一是实行反腐"零容忍"的原则,二是建设民众对廉政的评价体系,三是健全廉政公积金的运作机制。

The anti-corruption accumulation fund system functions not only to break the conventional anti-corruption mode,stimulate new anti-corruption thinking,build an honest and clean political environment and make the anti-corruption work more effective,but also to arouse people＇s enthusiasm of participation and better justify the legitimacy of our Party＇s administration.According to our experience of anti-corruption work and in response to doubts of the people and suggestion from experts,efforts should be put on at least the three aspects below to ensure the effectiveness of the anti-corruption accumulation fund system： 1.implementation of no-tolerance principle;2.promotion of the evaluation system of the anti-corruption work by the people;3.improvement of the operating mechanism of the anti-corruption accumulation fund.
