基本公共服务均等化是由不同阶段的具体目标所组成的,这些具体目标的设定与达成则是由基本公共服务均等化的特性和实现机制所决定的:特性是具体目标建构的原则,机制是具体目标实现的路径。目标、特性、机制构成基本公共服务均等化的内在逻辑。基本公共服务均等化具体目标应体现科学性、公民性、系统性与实践性四个基本特性,以识别、参与、供给、保障在内的相互联动和协调运行的机制为实践路径。

While the equalization of basic public services consists of specific goals at different stages,the settings and achievements of these specific goals are determined by the characteristics and the mechanism implementation of the equalization of basic public services.That is to say,the characteristics are the principles of the construction of the specific goals,whereas the mechanisms are the ways to realize them.Therefore,goals,characteristics and mechanisms represent the internal logic of the equalization of basic public services.The specific goals of the equalization of basic public services should embody the four basic characteristics,namely,scientific,public,systematic and practical,through the mechanisms of mutual correlation and coordination that includes identification,participation,supply and security.
