科技治理的模式:一种国际及国内视角 被引量:11

A Study of the Modes of Science and Technology Governance——From transnational and national perspective

摘要 从全球视角来看,科技治理的是基于国际研发合作以及贸易这两方面的诉求产生。从国内视角来看,科技治理是源于国家使命地方化的以及地方利益区域化的诉求产生。根据不同的诉求,国际科技治理可以分为基于研发的科技治理模式与基于贸易的科技治理模式2种;国内科技治理可以分为中央与地方政府间纵向科技治理模式、地方间政府横向科技治理模式以及多主体间网络化科技治理模式3种。 From the transnational perspective,the emergence of science and technology governance origins from 2 sorts of requirements: international RD cooperation and the international trade.From the national perspective,the emergence of science and technology governance origins from 2 sorts of requirements: the localization of national mission and the regionalization of local interests.According to these different requirements,the modes of transnational ST governance encompass the ST governance based on RD and ST governance based on trading.The modes of national ST governance encompass the vertical cooperation between the central and local governments,the horizontal cooperation among the local governments and the network governance among the multiple actors.
