农村综合改革的法律思考

Legal Consideration on Comprehensive Rural Reform

农村综合改革经过几年的改革实践,取得了重大成效,然而也存在一些问题。从法律层面来看,有些改革举措与现行法律文本相冲突,有些改革举措与社会主义法治理念不符,这些将会影响到我国依法治国目标的实现。为此,在农村综合改革进程中,要完善立法,为农村综合改革奠定法律基础和提供法律保障,要探索符合社会主义法治理念的改革举措。

The comprehensive rural reform has made the significant progress.However there are still some problems for solution.In a legal point of view,one can see some reform policies are in conflict with the present legal texts,and some reform measures are incompatible with the socialist concept of rule of law,which are opposite to the goal of managing state affairs according to law.Therefore,we should improve legislation,which will lay the legal foundation and provides the legal safeguard,also explore measures which conform to the idea of socialist government by law.
