摘要
本文以陕西省柞水县为例，分析了秦巴山区贫困的原因，提出了反贫困基本思路及政策建议。
Taken Zhashui county as target, the reasons of poverty in Qin-Ba mountain area are discussed. Then, the basic thought and policic thought of alleviating poverty are put forward.
