The Obstacles and Countermeasures to Develop Social Gender Budget in China

向妇女赋权、提高妇女地位和增加妇女工作机会是推动经济发展的动力之一。在这样的背景下,社会性别预算产生并逐渐引起国际社会前所未有的关注。社会性别预算的开展是社会公平和性别平等的必然要求,是公共财政建设的重要内容。中国开展社会性别预算已具备一定的条件,但也存在障碍。有效开展社会性别预算需要健全和完善法律政策体系,深化公共预算管理制度改革,积极开展社会性别预算培训和宣传倡导工作,选择社会性别预算实施的重点领域等。

Women empowerment,the status improvement and increase of job opportunities for women are the driving forces of the economic development.Under such background,social gender budget came into being and caused international unprecedented attention gradually.The development of social gender budget is the request of social justice and gender equality and the important content of the public finance construction.China already has a certain conditions to develop social gender budget,however,there are still obstacles.Effectively developing social gender budget,the legal policy systems needs to be improved and perfected,public budget management system needs to be reformed deeply,the social gender budget training and publicity work needs to be actively developed,the key fields of the social gender budget needs to be chosen to implemented.
