将通州建设成为北京城市副中心的战略思考

The Strategic Thinking of Building The Tongzhou District as the Sub-Center of Beijing

北京市政府提出将"集中力量、聚焦通州,尽快形成与首都发展需求相适应的现代化国际新城",将通州新城的战略地位提到了前所未有的高度。本文从分析北京建设城市副中心的必要性出发,结合通州发展实际,剖析了通州建设成为北京城市副中心的基础与条件,并重点对城市功能提升、产业结构升级、空间布局优化、城市管理体制创新等四个战略层面问题进行了深入研究。

The Beijing Municipal Government has proposed the strategic policy of the New Tongzhou City development which is adapted to the capital＇s development and put it an unprecedented height as try to develop the new Tongzou as a modern international big city By analyzing the necessity of building the Sub-Center of Beijing firstly,this paper dissected the foundation and conditions of Tongzhou becoming into the sub-center of Beijing and also proposed four strategic priorities in the future development including enhancing the city＇s comprehensive functionality,upgrading of the industrial restructure,optimizing the industrial layout and driving the urban management system＇s innovation.
