宁夏六盘山野生动植物资源保护立法现状与完善

Comments on the Current Status and Improvement of Customary Law of Wildlife Protection in the Southwest Minority of China

宁夏六盘山野生动植物资源丰富,但非法破坏野生动植物资源的行为依然猖獗。法律是最有强制力的保护手段。综观宁夏地方立法对野生动植物资源的保护,仍然存在一些不足和缺陷。完善六盘山野生动植物资源栖息地保护制度和野生动植物及其制品消费行为规制制度,建立野生动植物资源档案制度及资源保护基金制度,这是保持当地物种多样性的必由之路。

The Liu-pan Mountains in Ningxia Hui Autonomous Region are rich in wildlife resources. However, the illegal acts of destruction of wildlife resources are still rampant. Law is the most coercive power of the means of protection. Researching on the local legislations about wildlife resources protection in Ningxia, there are still some shortcomings and deficiencies. This paper points out that the only way to maintain the local species diversity is improving the habitat protection system and the consumer behavior regulation system in Liu-pan Mountains,building the wildlife resources file system and the resources protection fund system.
