基于公众满意度的我国基层政府绩效评估探析

An Analysis of the Local Government Performance Evaluation Based on Public Satisfaction

基层政府是整个政府体系的基础部分,基层政府绩效评估机制的完善与否在很大程度上对于整个政府体系评估机制的创新,政府职能的转变,政府绩效的提升起着关键作用。我国基层政府应树立正确的政绩观,将基层政府绩效评估置于公众满意度导向之下。在确定"公众满意"为政府绩效评估的价值取向和中心目标的基础上,分析我国基层政府绩效评估面临的困境和制约因素,并结合我国国情提了优化基层政府绩效评估的诸项建议。

The local government is the fundamental part of the government system.The performance evaluation system of local government to an extend plays a key role in the innovation of evaluation mechanism of the whole government system,the transformation of government functions,and the improvement of government performance.The local government should set up a correct concept of political achievement and place local government performance evaluation under the direct of public satisfaction.On the basis of taking the ＂public satisfaction＂ as the values and the central objective of government performance evaluation,the paper analyzes the difficulties and constraints facing the local government performance evaluation,and puts forward suggestions to optimize the local government performance evaluation in China＇s national conditions.
