浅谈“省直管县”政策推行的利与弊——以陕西省为例

Advantages and Disadvantages of "Provincial Governing County" Policy——Take Shaanxi Province as an Example

自2002年出现"强县扩权"的改革后,省直管县的区划改革就在全国范围内大面积展开,其优点也慢慢显现,但是也有一些缺点,在推行的过程中也存在许多阻碍.文中以陕西省为例,通过分析其政策实施的必要性,针对其在推行这一过程中所面临的问题,提出解决方案.

With the implementation of reform policy ＂expansion of power of strong county＂ since 2002,the zoning reform of provincial governing county has been in full swing across the country.The advantages are gradually becoming obvious.Meanwhile,disadvantages are also identified.Furthermore,many obstacles are found in the process of implementation.Taking Shaanxi Province as an example,this paper analyzes necessity of the policy,addresses the problems in its implementation and puts forward some solutions.
