旅游“零负团费”现象的成因及治理

The Cause of Zero-Inclusive Fee Phenomenon in Tourism and its Management

旅游"零负团费"现象困扰中国旅游业发展已有十余年之久。过去,国内很多学者主要从经济学、心理学和产品管理等角度来对"零负团费"问题进行了探讨。文章用唯物辩证法的方法分析旅游"零负团费"产生原因,并从旅游法律法规、税费体系、导游管理及保障机制、旅行社评价体系等方面提出几点宏观上的治理思路及方法。

The phenomenon of ＂zero and negative tour expense＂ puzzled China,s tourism industry development about ten years ago.In the past,there are a lot of literary scholars of the domestic talk about ＂zero and negative tour expense＂ mainly from economic,psychology and product management angles and so on.This article has analyzed the reason of ＂zero and negative tour expense＂ with materialistic dialectics＇ method,and take on several advises in government mentalities and the method from the Tourism Regulations laws and regulations,the taxes and fees system,the tour guide management and the security system,the travel assessing system and etc.
