山西省经济转型发展策略分析——以煤炭行业和化工行业为例

Research on the Strategies of Economic Transformation in Shanxi Province——Taking Coal Industry and Chemical Industry as Examples

山西省以"煤、焦、冶、电"为特征的经济结构严重制约了经济转型战略的实施,经济和社会发展趋势迫切要求改变这种长期形成的经济结构矛盾。本文通过分析计量得出的山西省煤炭行业和化工行业的全要素生产率结果,提出了按照山西省总体利益制定和实施煤炭行业发展战略,减少传统煤炭产业的资源配置,提高大型煤炭集团的公司治理水平,及对化工行业等新兴支柱产业坚持市场化导向等经济转型发展策略。

The economic structure featured by ＂coal,coke,metallurgy,electricity＂ has severely hampered the implementation of economic transformation strategy and the further economic and social development call for the eradication of the long existing structure contradiction.This paper,by analyzing the total factor productivity of coal and chemistry industry derived from econometrics method,brings forward such economic transformation strategies as making coal industry development strategy in accordance with the overall benefit of Shanxi Province,reducing the resource allocation to traditional coal industry,enhancing the corporate governance level of large coal enterprises,and market directing the new industry like chemical industry.
