资源陷阱的形成是一系列体制机制共同作用的结果。我国资源城市资源陷阱的形成既有普遍的一般机制原因,又有特殊的制度原因。资源城市要摆脱资源陷阱,必须加强体制机制重建,推进资源、环境、产业、财税、政府等管理体制改革,建立有效的政府干预机制和产业多元化扶持机制,强力推动资源地区可持续发展。

The formation of resource curse is the result of a series of mechanisms. There are common mechanical reasons, and also special institutional reasons. In order to get rid of the resource curse, the resource cities must strengthen the mechanism reconstruction, reform the management mechanism of resource, environment, industry, tax and government, construct effective government regulation mechanism and industry diversification supporting system to promote the sustainable development of resource cities.
