构建主体功能区,是促进区域协调发展和可持续发展的重要战略举措,是科学发展观在空间上的具体落实。结合资源禀赋和空间开发状况,重庆市主体功能区主要分为重点开发、限制开发、禁止开发三类区域。其发展主要遵循增强科学发展意识、促进区县主体功能定位落实、促进产业特色发展、有效控制区县盲目扩张和无序开发的思路展开。在重庆市主体功能区的发展过程中,分类政策和绩效考核是核心和关键,完善规划体系可强化执行力是重要保障。同时,推进形成主体功能区要与国家区域发展总体战略相衔接。

Construction of the main-functional zones is an important strategic action to promote regional development and sustainable development and the concrete implementation of the scientific concept of development in space. Combining with the resource endowments and space development status in Chongqing, the main-functional zones of Chongqing Municipality divide into three types of key development, restricted development, prohibiting development, the development of which follows the ideas of enhancing the sense of scientific development, promoting the implementation of the main function of districts, promoting the development of industry characteristics, effective controlling the blind expansion and disorder development. In the development process of the main-functional zones in Chongqing Municipality, the classification policy and performance assessment is the core and key, and the improvement of the programme system which can enhance the execution is the important guarantee. Meanwhile, promoting the formation of the main-functional zones should connect with the national overall strategy for regional development.
