公共管理伦理缺失之成因及其对策研究

Research on the Causes of Ethics Absence in Public Management and Its Countermeasures

本文认为公共管理主体自律意识薄弱、外在环境中各种因素的不良刺激、公共管理伦理精神及其教育制度建设的滞后是导致公共管理伦理缺失的主要原因。应对由此所引起的腐败、失信等问题,政府部门应当明确公共管理伦理的作用领域及其相应规范,重视公共管理伦理环境建设,加强对于公共管理组织及其管理者的伦理精神教育,从社会心理层面上消除腐败动因,对公共管理行为强化过程监督,对各种腐败行为加大惩治力度,以塑造道德典范推动公共管理伦理建设进程。

This paper argues that the weakness of self - consciousness in the public management, the influence of the negative stimulus factors from the external environment, and the construction of the public management ethics and education system lags behind, are the mains reason for the lack of public management ethics. Response to the corruption, dishonesty and other issues caused by those matters, government departments should make clear the public administration acting areas and their corresponding ethical norms, strengthen the building of public management ethical environment, pay more attention to the ethical spiritual education of public management organization and its managers, eliminate the corruption from the social psychological motivation, and increase the oversight of public management behavior with the punishment to all forms of corruption, so as to shape the moral models of public management to promote the process of ethics building.
