On the Mode of Trusteeship in the Reform of the Administrative System——Taking the Administrative Mechanism of Fengwei New District of Xi'an as An Example

托管模式是我国地方政府在管理体制改革中探索出的新的权力配置方式,该模式在推动政府职能转变和管理结构调整方面发挥了重要作用。西安市沣渭新区运用该模式建立了新区管委会扁平化的二级管理结构,具有重要的样本价值。这种体制上的创新为我国在行政权力配置方式上提供了新的选择方案。

Trusteeship mode is a new power distributive way in China＇s local government administrative reform, which has played an important role in the transformation of government functions and management structure adjustment. The Management Committee of Fengwei New District of Xi＇ an has established a secondary flatting management structure by the trusteeship mode, which is of value in sample. This kind of system innovation provides a new option for Chinese administrative power allocation.
