摘要
虽然业界对网络教育公共服务体系(以下简称"公共服务体系")一直存在争议,但全国性、区域性、行业性和虚拟性等多样化、多元化公共服务体系并存发展已成为一种趋势,而且"学习超市"、"数字化学习港"和"学分银联"等隐喻也逐渐被认可。本文基于连锁经营理念,比较分析了公共服务体系与连锁超市、快餐店、网店和网校的经营与管理,探讨了公共服务体系的连锁经营与管理模式。
The development of China's distance education has witnessed the emergence of national,regional and industrial public service systems with the aim of integrating educational resources and providing learner support.These service systems are usually composed of service operation headquarters and chain learning centres and are similar to other chain business such as supermarket chain and fast-food chain.A comparative study was therefore made with the intention of shedding light on the chain operation and management of public service systems for online education.Research findings show that,albeit some similarities,online education service systems are characterized by time lag and lengthy duration in relation with services provided as well as by the prioritization of public welfare and learning outcomes.Suggestions were also made on their chain operation strategics,marketing strategies,distribution and layout of learning centres,online educational resources management,logistics,and internal management.
