浦东“十二五”:建成高端国际航运服务中心

国家级经济开发区的上海浦东将在未来五年率先建成高端国际航运服务中心。近期出炉的《浦东新区＂十二五＂航运发展规划纲要》（以下简称《规划纲要》）明确提出,＂十二五＂期间,上海浦东航运将形成＂一轴、二系、四块＂的发展格局,力争到2015年初步建设成为要素集聚、体系完善、服务全国、面向世界的亚太枢纽港和高端国际航运服务中心。

Since entering the new century,China's state-owned enterprises(SOEs) have made great achievements. Specially since 2008,under the serious impact of international financial crisis,the SOEs have still realized their quick growth.Through annexation,purchase and reorganization,many SOEs have obtained their great-leap-forward development during the crisis. The achievements of the SOEs is China's important reform and development achievement in the field of SOEs,is also the important symbol which the socialist market economic system is already established and consummated gradually,the significance is profound. However,some scholars believe that the achievements made by the SOEs are not good things;the SOEs' achievements are due to their monopolistic position,etc. This kind of understanding is lacking in fact,theoretically is untenable and in reality is very harmful.
