摘要
当前我国高级船员的发展进入了瓶颈期,航海类一线人才总体数量严重不足,高素质船员流失严重,针对这一问题,应从加强立法,建立多元化航海教育体系,转变对船员管理模式,关爱船员精神生活等四个方面给以对策,以期能够促进航海人才资源的合理配置,促进航运业的快速发展。
Senior officers are one of the most important components in the navigation human resources,playing key support function to the healthy development of shipping industry.The shortage of senior officer is the significant problem in the development of China's shipping industry.At present,China's senior officers development has entered the bottleneck period.The overall quantity of navigation talent is insufficient and high quality crew drains seriously.Facing this problem,we should strengthen the legislation,establish the multiplication nautical education system,transform the crew management pattern,show loving concern to the crew spiritual life and so on.By taking the above measures could we promote the reasonable disposition of navigation human resources and the fast development of shipping industry.
