基于沿海开发背景的江苏区域协调发展研究——以“良性非均衡”为战略视角

Research into Regional Harmonious Development of Jiangsu Province in the Context of Coastal Development: From the Perspective of "Benign Disequilibrium" Strategy

沿海开发上升为国家战略,为江苏3大区域带来了协调发展的重大机遇。"良性非均衡"是江苏区域协调发展的战略新思路,核心是选择适合本地发展的战略导向,以"非均衡"凸显各地特色,同时有效控制并逐渐缩小不同区域的经济发展差距,达到"良性"的目标。把握沿海开发契机,推进江苏区域协调发展的战略导向和实施重点是以"跨江开发"战略加快苏南要素北移,以"江海联动"战略支撑苏中双轴开发,以"两海战略"推动苏北近水发展,以"强县经济"战略确保沿海整体推进。

Coastal development,as the national strategy,provides great opportunity for the three regions of Jiangsu province to develop harmoniously.'Benign Disequilibrium' is the new strategic idea of regional harmonious development of Jiangsu province,which focuses on selecting suitable strategic orientation for local places,highlighting the characteristics of different places,effectively controlling and gradually narrowing the economic development gap among different regions to achieve 'benign' goal.To pose the challenge of coastal development and to promote the harmonious development of different regions of Jiangsu province,the implementing emphasis should be placed on 'river-crossing development' strategy to speed up the development of northern Jiangsu province by adopting the rosy results of southern Jiangsu province.It is necessary to draw upon the strategy of 'river-sea connection' to support the double axes development of the middle part of Jiangsu province.To promote the development of the northern region that is near to water body,'two-sea' strategy should be adopted.Furthermore,to ensure the holistic development of costal regions,'strong county' strategy should be implemented.
