摘要
传统学派和修正学派就环境规制对国际竞争力的影响有不同的认识。为考察二者的关系,从三个方面对相关文献进行了总结和评述:(1)环境规制对企业绩效、产业绩效及宏观经济的影响;(2)环境规制对国际贸易的影响;(3)环境规制对直接投资区位选择和流向的影响。结果发现,环境规制对国际竞争力的影响是不确定的。环境规制通过多种要素、多个途径对经济产生影响,环境规制对国际竞争力的最终影响是这些效应的综合体现。
To study the relationship between environmental regulation and international competitiveness,this paper reviews the related literature in three aspects： the impact of environmental regulation on the economic performance of firms,industries and macro economy;the impact of environmental regulation on international trade;and the impact of environmental regulation on investment flows and location.The result shows that the impact of environmental regulation on international competitiveness is uncertain.Environmental regulation affects the whole economy in various ways,and its impact on international competitiveness is an integrated outcome of these effects.
