高新技术产业开发区发展中的土地制约因素与思考

Thoughts on Land Restrains in Development of High-tech Industrial Development Zone

高新技术产业开发区经过22年的快速发展,在20世纪90年代初审批的土地基本已经用完,土地限制成为高新技术产业开发区发展的瓶颈,严重制约着高新技术产业开发区的数量扩张、质量提升和发展方向。为解决高新技术产业开发区发展的土地限制,所在地市政府相继形成了一些临时性的办法,同时也导致了一系列新问题出现。建议通过土地置换、适当扩区、在新批的高新技术产业开发区运用新体制并加大管理力度来解决高新技术产业开发区发展面临的土地限制问题。

After rapid development of 22 years of high-tech industrial development zone, land which was approved in early 90＇ s has basically been run out. Land constraints become the bottleneck which restricted quantity, quality and development direction of high-tech industrial development zone. In order to solve land constraints, the local government successively made temporary rules, but there were new problems. In this paper, the author put forward solving land constraints through land exchange, land expansion, using new system and increasing management intensity.
