摘要
因强降雨引发的山洪地质灾害发生频繁,严重制约着山丘区经济社会的发展。建立山洪灾害预警系统,是国家防治山洪灾害的一项重要的非工程性措施。在现有的水文站网、气象站网、地质灾害和重建的雨量站网、水文站网的基础上,建立了山洪灾害预警系统,该系统可对汛情和灾情进行实时监测,并对信息进行加工处理,实现信息的浏览、查询、预测预警及发布。通过全国山洪灾害试点县的实践运用,表明该系统有效提升了当地山洪灾害预警及防治的水平,大大减少人员伤亡及财产损失。
Because of the frequent storms in mountain area and complicated topographic and geological conditions,mountain torrents caused by heavy rain frequently happen in China,which restricts the economic and social development seriously.Establishing the early warning system of torrential flood is a significant non-engineering measure for preventing torrential flood.By using and reconstructing the networks of precipitation and hydrological stations,monitoring flood and disaster situations real-time and processing the information,information browsing and searching,as well as early warning prediction and release are realized.The application of the system in national pilot counties for mountain torrent control shows that it effectively promotes the ability of early warning and prevention of the local mountain torrent.Consequently,it sharply decreases casualties and property loss.
