农民工养老保险制度供给的问题与反思

中央对农民工的养老保险问题一直高度关注和重视,全国各地也形成了各具千秋的农民工养老保险政策。然而,农民工养老保险政策的实施效果却不尽如人意。本文分析了农民工养老保险实践中的问题和制度设计的缺陷,分析了农民工养老保险制度供给存在的"三不足"和"三缺乏"。

The endowment insurance for migrant workers has been highly concerned by the government,and a variety of the endowment insurance policy came about in the whole country.However,the effect of policy for migrant workers in the implementation is inferior.This paper analyzes the migrant workers endowment insurance problems in the practice and system design,and analyzes the defects of ＂three deficiencies＂ and ＂three absences ＂ in system supply of the migrant workers endowment insurance.
