摘要
土地规模经营是推动农业现代化的基础,土地承包制造成了土地高度分散,推广农业专业合作组织,由于存在利益关系、根基不牢的天然缺陷,很难实现土地规模经营。在农村土地集体所有制性质不变和土地承包经营权不变这2个硬约束条件下,只有发展以村为单位土地为基础的农业股份公司,才能构建现代农业产业新体系。
Agriculture modernization is based on the land scale management and high degree land decentralization is the result of land contract system. Land scaled management is hard to realize because of the born shortcoming of unstable base among the organization members of the agricultural specialized cooperation. Only to develop agriculture joint-stock company based on village and the land, can modern agriculture industrial system constructed on the two unchangeable restrictions of rural land ownership and land use contracts.
