论20世纪初日本在朝鲜及吉林延边实施的牛瘟防疫

Discussion on Rinderpest Defending of Japan in Korean and Yanbian of Jilin in the Early 20th Century

韩国统监府设置后,为了防止牛瘟侵入日本,确保朝鲜牛在军用及民用的需求,安定其殖民统治,日本着手建立以牛瘟防疫为中心的家畜防疫体系,并致力于港口检疫、兽药开发、人才培养等诸多工作。一定程度上遏制了牛瘟的肆虐,保护了养牛业的发展,同时也促进了朝鲜牛的对日出口。此外,1907年起不断尝试介入延边的牛瘟防疫,企图既防止牛瘟浸入朝鲜,又想达到控制延边朝鲜人,插手延边朝鲜人事务的目的。

After the Japanese Resident General of Korea was built, Japan began to work on setting up the system of epidemic prevention with the center of rinderpest defending for farm animal in order to prevent rinderpest from invading into Japan, make sure that the supply of catde for life and army can meet the requirement, and make their government stable. At the same time, the government also went in for many other work, such as port quarantine, development of veterinary drugs and cultivation of talented man and so on. To some extent, all those things they did limited the wreak havoc of rinderpest, protected the development of cattle industry and increased the export of Korean cattle to Japan. Besides, rinderpest defending have been trying to be built since 1907 so as to stop rinderpest from invading to Korea and control the Korean Group in China, then intereene the affairs of the Korean Group in China.
