政府公共服务外包的实践与思考——以南京市鼓楼区为例

Public Service Outsourcing:Practice and Thinking,Using Gulou District of Nanjing as an Example

政府直接供给公共服务的模式已呈现诸多弊端,一些地方政府正在尝试把公共服务外包给社会组织。南京市鼓楼区公共服务外包的实践取得一定的成效,推动了政府公共服务职能的转变,提升了财政使用效率,促进了社会组织的发展,较大程度上满足了社会公众对服务"质"与"量"的需求。但该模式在实践过程中也产生了一些新的问题。只有建立适度可操作化的监管机制、更多培育社会组织、建立三方评估机制、吸纳社会工作专业人才、合理划分公共服务外包领域、构建一种有管制的公共服务外包模式,才可以有效避免其不足。

The pattern that the government supplies public services directly has shown more and more deficiencies.Some local governments are trying to outsource public services to social organizations.The practice of outsourcing public services in Gulou District of Nanjing has got some achievements and promoted fiscal productivity and the transformation of government functions.Besides,it boosted the development of social organizations,and to a large extent,met the needs of citizens on the quality and quantity of public services.But during the practice of public service outsourcing,some new problems also arose.Only after establishing appropriate and operable regulatory mechanism,fostering more social organizations,establishing tripartite evaluation mechanism,attracting professionals of social work,separating public service outsourcing fields reasonably and constructing a regulated system of public service outsourcing,can we avoid those problems.
